CICS Transacton Policy - TCB Monitoring by Task.

Transaction Policy, to monitor QR TCB usage.

We had a SLIP defined to exceed particuar thresholds; it would be good to have this capability as a CICS Policy.

This SLIP will spring if there is a transaction that accrues almost 1 second of QRDISP time and less than 32 milliseconds of QRCPU time. From review of the SMF110 data collected for 2025-12-18, the problem transactions that appeared to be blocking the QR TCB met these minimum values. Once the SLIP springs it will be disabled itself.
