Update of bundles via phasein (like programs) and NOT via CEDA

CEDA and CEDB are CICS administration transactions and not allowed for other coworkers like application developers! A reason for this is the revision because CEDA for non-administraors are a very big securityhole!

    In CICS TS 5.3 we provided the SET BUNDLE PHASEIN command for OSGI bundles. There is NO access to CSD required to phasein a new version of a OSGI bundle. The ability to phasein a new version of services implemented in a OSGI bundle without the need to define new CSD resources was its main purpose.

    Note: If the JAR is overwritten but its version is not changed then nothing will happen. We look in manifest for the jars looking for the one with the highest version. So if a user changes a JAR but does not change the version then nothing changes. The qualifier is part of the version so if the major,minor and micro versions stay the same BUT the qualifier changes (I believe its typically a build time stamp) then that would be enough to cause a phasein of new versions of OSGI services.

    For recording keeping, the previous attributes were:
