CICS TCPIPSERVICE - RETRY needed

When doing an IPL, sometimes CICS is started before TCP/IP is fully up and running. This results in TCPIPSERVICEs being unable to start.

This RFE is to add two parameters to the TCPIPSERVICE definition:
1. RETRY_COUNT to specify how many times CICS will try to start the TCPIPSERVICe
2. RETRY_INTERVAL to specify the time between attempts to start the TCPIPSERVICE

    CICS opens TCPIPSERVICE automatically after a TCP/IP restart. Available with z/OS 2.5 and higher, ENF event code 80 signals when a TCP/IP stack and its extended services have been fully initialized. CICS can now respond to ENF 80 events and automatically set the TCPIPSERVICE status back to OPEN if it was set to CLOSED as a result of an outage of TCP/IP. Support is provided in CICS TS 6.2 which has been announced and will GA June 14th 2024.

    This requirement has been re-assessed. It is not likely that this will be implemented in the next 12-24 months and so it is being declined at this point. The requirement will be kept in the RFE system and might be reassessed in the future. You also have an opportunity to resubmit in twelve months time if you wish it to be reconsidered then.
