AXTL create DFHRS message

There is no indication of a connection error prior to transactions abending AXTL. ( no way to alert operations of problem or automatically recover from it. )

We rely on DFHRS21nn messages going through the message domain to automate recovery of LU6.2 connections to prevent abends such as this.

The XMEOUT exit traps the DFHRS21nn messages and WTOs an explicit message which is trapped and sent to a transaction that determines the proper action to make the connection usable.

A message to indicate that the connection needs no recovery set so that sync level 2 transactions can flow is required.

    Support for LU6.2 connections from CICS TS is not something we are looking to enhance in the future. This RFE is being rejected.
