Allow RLS and non-RLS opens within a CICS Region for the same data set.

We would like to use RLS during the day to update our CICS files. We then must switch the file to read only non-RLS for the batch run. We must have the file opened in read only before closing the file from RLS.

Currently CICS does not allow RLS and non-RLS opens to co-exist in the same CICS region. VSAM allows this combination of opens for SHAREOPTION(2,x) data sets.

Solution: Allow both opens (RLS and non-RLS) to occur within the CICS regions. The same combination of opens is allowed in different CICS regions and should not be restricted in the same region.

    This capability was implemented via APAR on CICS TS 4.1 onwards via the introduction of the XFCRLSCO exit. Anyone using this function needs to be very careful as there are potential data integrity issues that could occur.
