Due to processing by IBM, this request was reassigned to have the following updated attributes:

Since we are a bank our security department requires an audit of who was signed on when and what transactions were executed by them. If a person breaks out of the sign on process the audit cannot be done.

Also RACF rules can have "finger problems" that will allow for unexpected access to transactions.

I'm not sure I understand the use case as a security problem.
If a user issues PF3 to escape out of CESN then they will be running under the CICS default userid (DFLTUSER).
This userid should be given minimum authority so that it can normally only execute CESN, CESL and transaction in the ALLUSER group in DFH$CAT2.
This should prevent them running transactions other than those intended to sign-on.

Can you please clarify how this is a security problem?
