CICS IPIC Heartbeat timeout adjustable

CICS TS 5.2 introduced IPIC heartbeats. Every 60s CICS starts a CIS1 task for every IPCONN active in the system.
The idea is to check that the partner region is reachable. The timeout
value for the check is 2 x 10 seconds and is not adjustable.

If the CIS1 task times out it purges all tasks havin an UOW link on the connection and then releases or discards the connection if it has been autoinstalled.

This beahaviour leads to a lot of stress especially in webowning regions or TOR's that connect to many AOR's.

In some of our LPARS CPU constraints during low activity in the CICS regions lead to dumps and un-responsiveness in the WOR / TOR regions.

    The CICS IPIC heartbeat function is changed such that IPIC heartbeat messages are sent out only if the connected CICS region is executing in a different sysplex.

    This RFE is satisfied by CICS TS 5.4 which was announced on May 16th 2017 with a planned general availability date of June 16th 2017.

    We would love to see it retrofitted to CICS TS 5.2 as its a major concern about the availability of our Development CICS JAVA Liberty regions in an heavily GCP constrained environment.

    Rather than provide a parameter to adjust the heartbeat interval, we could consider a solution where CICS adapts the heartbeat interval depending on the state of the region. This is a candidate for a future release.
