Add storage statistics field for available 64-bit extents LWM

A new statistics field should be created that will be similar to this calculation outlined in the CICS v5.5 Knowledge Center (https://www.ibm.com/support/knowledgecenter/en/SSGMCP_5.5.0/reference/statistics/dfht3_stats_stgmgr_0stat_above2GB.html)

MEMLIMIT minus allocated to Private Memory Objects
The value of the z/OS MEMLIMIT parameter minus the amount of storage allocated from large virtual memory in private memory objects. This value is expressed in megabytes.
When rounded down to units of GB, it represents the number of extra GDSA 1 GB extents that can be allocated by CICS currently.

While this is a calculated field as currently outlined, it still only provides "a moment in time". A similar statistics field should be maintained about the extents available for growth, but should represent the Low Water Mark since the region recycle. Other LWM values focus on the free space as each extent needs contiguous storage. Thus, in a fragmented region, today's calculation alone may not give the full picture of whether a region can grow. Such a LWM may accomplish this.

    Support is provided in CICS TS 6.2 which has been announced and will GA June 14th 2024.
