Define a default cipher list used for CICS outbound webservices

Problem: We are running CICS webservices for years. For outbound webservices we haven't defined URIMAPs, so we were using the default cipher list getting from system SSL in the past.
Now we have the need to use stronger ciphers. Solving this problem with CICS functions would mean to define for every CICS outbound webservice a new URIMAP – this within every CICSPLEX and every outbound webservice. This would means an huge effort for our environment.

Solution: An option to define a default cipher list for CICS outbound webservices, which comes effective when no URIMAP or no ciphers were defined for an outbound webservice. In the past there was such an option available but this applied only to older versions of CICS (see https://www.ibm.com/support/knowledgecenter/SSGMGV_3.1.0/com.ibm.cics.ts31.doc/dfht5/topics/dfht5nv.htm ) and is not valid any more for our current CICS release.

Maybe a parameter on DFHLS2WS and DFHWS2LS could drive the ciphers set of a single webservice. During the scan of the pipeline, when resources are dynamically created, the value of the new parameter could be used to set the ciphers attribute of the urimap that is being created.
