Enhance CMAS and ESSS maintenance level checks

Enhance the CMAS and ESSS maintenance level checks to not be limited to checking only when ESSS is not already running. This would provide a sanity check with applying maintenance that requires ESSS to be terminated and restarted.

    The Change Team has noted that under the current setup, "one useful side effect of this is that it allows us to make changes on the CMAS-only side of the CMAS-ESSS relationship without mandating an ESSS restart". Thus, rather than modifying/expanding the existing check, an option would be to have a second check that is more tolerant of mismatching, but instead looks to have a certain minimum maintenance level could be added. However development decides to do this, a way to gain the benefits of watching for required ESSS restarts while still having the option of allowing mismatching would be fruitful.
