Improve documentation around MQMonitor

I think there is a lot of scope for improving the documentation around the security requirements for the MQMonitor. There are a couple of changes around surrogate access by the CICS region logon-id to one or more other logon-ids depending on how or if the MQMonitor is configured. I would like to see some improved documentation to indicate specifically what is required rather than having to go through trial and error as I did when upgrading from CICS TS 530 to 550 (skipping 540).

    This RFE is satisfied by CICS Transaction Server for z/OS V5.6 which is Generally Available today 12th June 2020.

    This RFE is satisfied by CICS Transaction Server for z/OS V5.6 which is announced today 7th April 2020 and which has a planned availability date of 12th June 2020.
