This requirement has been re-evaluated. Looking at current plans, it is not likely that this would be implemented in the next two CICS TS releases, so correspondingly this requirement is being rejected. You have an opportunity to resubmit in twelve months time if you wish it to be considered then.
Usually this problem happens in our environment when there is an IPL and a routing region tries to connect to a workload which the owning CMAS is not running (because the LPAR is down). Once we can't have the routing region waiting until the owning CMAS is running again (sometimes it takes hours), the answer to the reply is 'YES' and it generates a new record of the same workload with a new CMAS owner.
In the production environment, thinking about high availability commitments, it isn't possible to shutdown the entire workload and start it up again in order to solve the problem.
It is desirable that it continues to start the routing region, but transfering the owner of the entire workload to any other available CMAS; or creating the second record and when the old owning CMAS is running ok, then merge the two records of the same workload.
Summary: after everything becomes running well, we want to see only one workload record. We'd rather see it automatically solved, but it is acceptable to have an option to do it manually.
