Use CPSM real time analysis to influence z/OS WLM IWM4HLTH metric and z/OS WLM routing decisions

Environment: CICS TS 5.3, with CICSPlex, and z/OS 2.2, with multiple LPARs, and multiple WORs (web-owning regions) and AORs. All CICSPlex work routed through CPSM in QUEUE mode.

Currently thru the use of the CPSM real time analysis definitions, when undesirable conditions (for instance DB2 is not in a CONNECTED state) are detected, a real time analysis Evaluation Definition will adjust the CPSM routing weight for a region to a different severity level based on the parameters specified in the Evaluation Definition. In the instance of DB2 not connected we use Very High Severe to reduce the chance of transactions running in that region.

We would like the capability for CPSM's region health decisions to also be reflected to z/OS WLM's IWM4HLTH metric. By updating IWM4HLTH, z/OS WLM will make similar routing decisions for z/OS WLM-influenced routing such as Sysplex Distributer DVIPA. One way CPSM could be requested to perform this new function would be via an option on the CPSM Evaluation Definition.

This requirement is for ongoing operation of a region, and is similar to a capability introduced in CICS TS 5.4 where at region startup/shutdown, CICS influences IWM4HLTH to help manage z/OS WLM-influenced routing of work. The new WLMHEALTH SIT parameter is similar in intent to this requirement, though it only affecting the orchestration of CICS region startup. We want to expand this important new capability beyond just startup/shutdown, to also have IWM4HLTH reflect CPSM health throughout the life of the region.
