Provide CICS CEMT I and a API call to obtain date of region's last COLD-START

Update CICS API to display a CICS Region's last COLD-START date.
-CEMT I SYST command to show the region's last COLD-START date.
-CICS API callable interface (via the ASSIGN verb) to supply the last COLD-START date to a program.

    The functionality you require can be obtained indirectly by looking at a resource signature. If the resource signature INSTALLAGENT shows GRPLIST then the INSTALLTIME attribute will show the date and time of the last cold star because the install was done as part of a GRPLIST install. So for example pick a CICS defined and installed resource, lets say program DFHD2EX1. CEMT INQUIRE PROGRAM(DFHD2EX1) will show INSTALLAGENT(GRPLIST) and the INSTALLTIME will be the date and time of the GRPLIST install during the last cold start.
