This can be achieved without using C{PSM RTA.
CICS TS V5.1 introduced policies that can be used to achieve this requirement. In particular a time policy rule type will "define a threshold for the amount of processor time that is used by a user task, and take automatic action if the threshold is exceeded" as described in topic http://pic.dhe.ibm.com/infocenter/cicsts/v5r1/index.jsp . The policy can be defined with a message action, such that when the policy is breached message DFHMP3001 is issued that contains the task number and transaction id - see topic http://pic.dhe.ibm.com/infocenter/cicsts/v5r1/topic/com.ibm.cics.ts.productoverview.doc/concepts/policy_actions.html .
It is possible to define multiple policies - for example the first policy will issue a message when a task consumes more than 2 CPU, the second to abend the task if it consumes more than 5 CPU seconds.
