VSAM RLS files should have a quiescestate of UNQUIESCING

When unquiescing a VSAM/RLS file, we would like an interim state of "UNQUIESCING" that indicates that the unquiesce has been issued but has not yet completed. When used with the SET DSNAME NOWAIT option, the quiescestate returned could erroneously be UNQUIESCED, even though the file is not yet UNQUIESCED.

    Rejecting the requirement as the raiser says it is nolonger required.

    Note that this requirement is no longer needed - We are no longer using QUIESCE and UNQUIESCE to close/open VSAM/RLS files. Instead we send the open/close request to each CICS region. This avoids the problems we have found using Quiesce and is very fast.

    Due to processing by IBM, this request was reassigned to have the following updated attributes:
    Brand - Servers and Systems Software

    For recording keeping, the previous attributes were:
