Integrate JEE workload called via Link to Liberty into CICS units of work

The link to liberty functionality is a base functionality for our future strategy of using CICS.
The development paradigm of new applications is based on a JEE subset that is provided by liberty and the unique value of placing these applications on the mainframe is the transactional integration of JEE workload and CICS units of work. This integration works well when the transaction is initiated within liberty. When starting with COBOL LinkToLiberty (L2L) is limited to the DPL subset and so major advantages like container based transaction management and JPA are unusable when using a Type 2 JDBC connection. And if Type 4 with JTA integration turned off is used, the UOW and Liberty TX are not in sync.

The expected behaviour is that the Liberty JTA Transaction is simply representing the CICS UOW and also commits are possible with no limitations either in the JEE or in the COBOL world and both sides will take care of the synchronization.
