Externalize the QRCPUT/QRDISPT ratio in a message and allow customization of threshold and how frequent the message comes out

There are a number of instances where problems are reported that turn out to be due to CPU starvation. Getting to that point though is a lengthy process, diagnosing the symptom, then having customer go back to their local performance group to review RMF data and see if the region(s) suffered CPU shortages during a specific time period.

It would be helpful to have a new message issued in the joblog which externalized this type of shortage, making it very apparent from the CICS job output without having to involve other support groups.

I would suggest two new SIT parms, similar to this:

QRCPURATIOTIME=## with the default of 05
QRCPURATIOPCT=## with a default of 70

These would mean that every QRCPURATIOTIME minutes (5 minutes default) CICS dispatcher would check the QRCPUT/QRDISPT ratio. If that ratio fell less than QRCPURATIOPCT (70 by default) a message would appear in the CICS joblog, similar to this:

DFHDS#####I applid QRCPUT/QRDISPT ratio currently at ###.## percent. Possible CPU resource shortage.

The customer could turn this off if they wanted to by using a time value of 00, but by default, we would provide diagnostic information in the log that could be very beneficial during performance problem determination.

    This RFE is satisfied by CICS Transaction Server for z/OS V5.6 which is announced today 7th April 2020 and which has a planned availability date of 12th June 2020.
