As well as via apar PH07632 on V5.5, this RFE is satisfied by CICS Transaction Server for z/OS V5.6 which is Generally Available today 12th June 2020.

A new policy system rule for the CICS-DBCTL connection is available on CICS TS 5.5 by applying apar PH07632. Support for the new system rule in CICS Explorer is available with CICS Explorer 5.5.0.3 which is available from June 21st 2019.
The new policy does not have an action to affect WLMHELATH. That is a candidate for a future release.
