We have no plans to provide a Web Services stack outside of CICS for use by Batch programs. A batch application can make out-bound calls off-platform in various ways. Making the detour into CICS is one of them, another would be to call a JAX-WS application in Java, or using the Compute Grid technology in WAS. The Modern Batch feature pack might also be of interest. If Batch processes are already running in CICS, the cost of invoking Web Services through CICS will be that much less - the environment is already established.
We need a feature to call webservices from batch, too. But I don't think that this is a feature that has to be provided by CICS. There should be a z/OS-framework to handle (at least HTTP) webservice-requests, providing a HLL-API that can be called from ASM, C, COBOL, PL/I...
