An automatic restart in the event of an abend may not always be wise: If the underlying issue causing the abend has not been corrected, CICS could get itself into an abend-and-restart loop. A single restart attempt might be OK, but CICS should refrain from doing a second restart until after a "cooling off" period has elapsed prior to the next abend.
Perhaps CICS could better detect abended MQMONITOR-associated tasks, and place the associated MQMONITOR resource in a STOPPED (or better yet, a new ABENDED) status.
