DFHPI0508 possible if all sessions to remote system are in use. CICS does not queue request.

This RFE being submitted as a result of investigative APAR PH20753 being closed. The text of that APAR was:

You experience DFHPI0508 errors when trying to run a tran involving RequestStreams that need to route over to another system. CICS will try to allocate a session to that remote system. If all the defined sessions are in use, CICS does not currently queue the request. Instead, it immediately abends the request.

In the trace, you may see entries similar to the following:
.
AP 4900 APTC ENTRY - FUNCTION(OPEN) SYSID(aaaa)
TRANID(bbbb) QUEUE(NO)
.
Note it has QUEUE(NO). That request returns with:
.
AP 4901 APTC EXIT - FUNCTION(OPEN) RESPONSE(EXCEPTION)
REASON(OPEN_ERROR) TOKEN(00000000)
ERROR_CODE(4)
.
That percolates down to this:
.
RZ 0117 RZSO1 EXIT - FUNCTION(CREATE) RESPONSE(EXCEPTION)
REASON(SERVICE_NOT_AVAILABLE)
RS_TOKEN(00000000 , 00000000) APPLID()
.
If an SVC dump is taken at that time, all sessions to remote system 'aaaa' would show currently in use, many (or all) of them may have tasks in suspend status of RZCBNOTI PIIS.

We have assessed this requirement. We have no current plans for this to be implemented and so this requirement is being declined at this point. The requirement will be kept in the RFE system and might be reassessed in the future. You also have an opportunity to resubmit in twelve months time if you wish it to be reconsidered then.
