Enhancement to XCF buffer processing

Enhance XCF Buffer processing used by DFHIRP for inter-region communication. At present it is possible to exhaust the pool of XCF buffers leading to recursive SVC dumps in DFHIRP causing broad system impact. The ability to specify the size of the buffers (currently fixed at 200 bytes)and the pool size would provide greater flexibility. Additionally an error message rather than an SVC dump should be considered as well as statistical reporting on XCF buffer usage to provide for tuning of buffer and pool sizes.
