Make GMTRAN EXIT / DISCONNECT setting available to user transactions

CICS/TS 5.5 extended the System Initialisation parameter GMTRAN to include a second option which coudl have the values EXIT (the default) and DISCONNECT.

When set to DISCONNECT the behaviour of the CICS supplied signon transactions CESN and CESL was enhanced to disconnect the terminal if the user terminated the logon with PF3 or PF15.

In CICS/TS 5.6, the supplied sign off transaction CESF was also enhanced to also disconnect f DSICONNECT was supplied.

User an environment be using their own (or additional) versions of these transactions is unable to take advantage of this as the setting is not available to user applications - if the region is connected to CPSM, the value coudl be obtained with a CPSM API call but aside from the overhead, this would also mean making the SIT values visible in CPSM to all users including the not signed on default user.

A suggested place to make this available is EXEC CICS ASSIGN so no SPI authority s required by the default or any other user.
