CICS TCPIPService not closing in an orderly manner at shutdown.

The TCPIPService is not closed or deregistered during normal shutdown of a CICS listening region in a manner that allows for the workload to be shifted to another listening region in a seamless manner. The current process at shutdown will accept connections that the region can not process leading to the user community seeing failures that should not happen when there are multiple listeners for the port sharing the workload in a distributed manner. Likely the same situation can happen during startup depending on the order the resources are installed. During the startup and shutdown of CICS should not accept work that cannot be processed normally.

    This RFE is satisfied by CICS TS 5.4 which is generally available from today June 16th 2017.

    If you are using a TCPIPSERVICE resource for CICS web support with the HTTP protocol, when a command is issued to close the TCPIPSERVICE and there are unused HTTP persistent connections, CICS now ensures that the TCPIPSERVICE closes within 30 seconds or within the time as specified in the TCPIPSERVICE SOCKETCLOSE attribute if this value is less than 30 seconds.

    This RFE is satisfied by CICS TS 5.4 which was announced on May 16th 2017 with a planned general availability date of June 16th 2017.

    I've hit this a few times as well and investigated closing the TCPIP Service before telling the CICS to shut down on the same principle as de-registering from Generic VTAM.

    This did work well but I kept forgetting to Open the service after the region had restarted.
