If you issue SET PROGRAM(FRED) PHASEIN, the after the command completes, the next new task that requires to run program FRED will cause a new copy of FRED to be loaded and all new tasks will use the new copy. Existing tasks that are using FRED at the time of PHASEIN will continue to use the old copy. When these tasks complete and the use count goes down to zero, then the old copy will be deleted. So for a period, there are two copies of FRED loaded.
In CICS 5.3, the following audit trail is shown in message log when phasein SPI is issued (via Explorer or terminal), :
