Cics Liberty local server.xml deployment

For a developper it is not possible to take a local server.xml or parts of it and be sure, that the same configuration is used in cics. We can now build something, to hack the created server.xml or to overwrite it, but this is not really nice.

What really would be useful would be the ability to just drop a windows/linux server.xml to a cics bundle and the deployment process of cics takes this server.xml and just addes its cics specific includes. The ODM guys are doing this really fine.

This maybe could be a quick win giving the developer the ability to just drop an image to cics -> I know we have discussed this befor, but for me still the bundle is the image and not the hole cics region. This would also fit to what a developer is doing on his local machine. There is no cics region local. He just has a liberty and an application. He don't wants to know about a cics region.

    This RFE is satisfied by CICS Transaction Server for z/OS V5.5 which is GA today 14th December 2018. The desired goal can be achieved by using a new 'include' capability.
