CICS shutdown initiates phaseout of all the JVMSERVERs prior to PLTSD pgm execution.

Running under CICS TS 5.4 with WebSphere Data Interchange (WDI) which provides PLT shutdown program EDIJSTOP. However, CICS is setting the JVMSERVER status to PHASEOUT before passing control to PLTSD pgm, hence EDIJSTOP is unable to run, hence EDIJ and EDI9 long running (WDI) tasks cannot be ended gracefully during shutdown. As per CICS log:

I also tried with SDTRAN=NO to turn off the shutdown assistant transaction, but to no avail. Problem persists. I also added EDIJ and EDI9 to the XLT table, also to no avail.

Per CICS support, CICS shutdown has worked this way since CICS TS 5.1 Q-Type APAR PM78626.

We do not believe that use of Java programs during shutdown or the graceful termination of long running Java tasks has been considered fully. Please enhance CICS to allow JVMSERVERs to be SHUTDOWN(ENABLED), or something to allow Java programs to run during shutdown.

    Whilst this requirement is valid, based on our current plans and priorities, it is not likely that this could be implemented in the next 12 months, or in the next CICS TS release. Correspondingly this requirement is being declined at this point. The requirement will be kept in the RFE system and might be reassessed in the future. You also have an opportunity to resubmit in twelve months time if you wish it to be reconsidered then.
