Allow custom DFHAPPL length

DFHAPPL is a unique EMP in that it survives a DELIVER, which is important to us because we use DBCTL and some DBCTL functions invoke a DELIVER EMP (I assume to allow separate stats per PSB). We would like to use DFHAPPL because of this ability but DFHAPPL is currently limited to 4 and 8 bytes. An alternative is to allow us to specify a user EMP that behaves like DFHAPPL and is not reset.
