Enable the WSACONTEXT BUILD function to add the wsa:to without overwriting the default endpoint

In the context of CICS web services using SOAP when invoking a service, I want to be able to use the WSACONTEXT BUILD function, in a COBOL/CICS program, to add the wsa:to without it overwriting the default endpoint from the WEBSERVICE with a new destination.

    This RFE is being closed with reason 'is a defect'. Apar PH03957 has been raised to address this issue.
