CICS Development: We have no plans to make commands that update Shared Data Tables threadsafe. We do have plans to provide threadsafe access for reads and browses to shared Data Tables. See https://bigblue.aha.io/ideas/ideas/CICSTS-I-1189

Access to coupling facility Data Tables (CFDTs) for all commands was made threadsafe in CICS TS 5.5. This is not an item that can be backported to earlier releases because the layout of the File Control table entry changed significantly and making such a change via apar would break ISV products.

It is not possible to make just the REWRITE command threadsafe for shared data tables. To maintain data integrity all commands would have to be threadsafe. We have been asked for threadsafe SDT access via other RFEs and those have been declined. The design of SDT exploits the serialisation provided by QR TCB to optimise the data access and so provide the performance. Providing multi TCB access would require a significant, if not total, rewrite and most probably would perform worse.
