Lack of options in START CHANNEL

Under CICS TS 5.4 - and up to 5.6 there is no support for the PROTECT / NOCHECK options with START commands issued with CHANNELs. This imposes a significant limitation where CHANNEL's are in effect the strategic comms pattern for CICS program inter-communication.

This undermines the msgs we're trying to relay to our devt community on the use of CHANNELS as opposed to COMMAREAs.
