Prevent DFHSI1517 Control is given to CICS message until after the Java Applications are actually ready for work

Given the problem described in RFE 108941, we additionally need CICS startup to prevent the "Control is Given to CICS" message until after all the Java Bundle Installation processing has completed (successfully or not).

WLM Health is an insufficient work around to this flaw in the CICS / JVM implementation. We need the "DFHSI1517 Control is given to CICS" message to wait until the JVMs AND their related application components are initialized.

The failure to do this defeats the value of CICSPlex.

Today we have many CICSPlex applications that are dependent on Java components. During CICS Region startup those applications are marked available and start accepting workloads long before the Java resources have completed initialization (for several minutes in some cases).

The consequence of this behavior in our CICSPlex environment is that transactions that will succeed in a fully initialized region will instead fail because they are routed to CICS Regions that look available but critical Java resources are not ready yet.

    Support is provided in CICS TS 6.2 which has been announced and will GA June 14th 2024.New messages DFHRL0137I and DFHRL0138W indicate whether all GRPLIST-defined BUNDLE resources are installed and reached their target status, as defined by the STATUS attribute on their BUNDLE resource definitions. The new messages help you to determine when a CICS region is open for business and ready for workload to be routed its way.
