Add SPOOL wait time to monitoring clocks

In our monitoring offering we have been asked to provide a spool wait time as part of the overall transaction wait times. Most of the data we collect comes from the CICS monitoring clocks and counters interface however CICS does not provide a metric for spool wait (and so neither do we). Currently we can provide a workaround using application trace to calculate times however, taking a number collected by CICS will be a more appropriate standard and negate the need for a user to enable application trace to collect this value.

    We have re-assessed this requirement.. We have no current plans for this to be implemented and so this requirement is being declined.
