Syncpoint and FullAPI support for the Link to Liberty function

The Java program called by "Link to Liberty" function supports DPLSubset and can't issue the syncpoint API in CICS Liberty due to the limitation of DPLSubset. Therefore, all syncpoint commit or rollback API in that Java code does not work and return an abend in CICS Liberty. So the customer hopes to get the "FullAPI" function in the Java application called by the "Link to Liberty."
