The underlying requirement is absolutely valid. We agree we've not provided any real advice on how to manage USS resources in CICS, especially from a Dev->QA->Production life-cycle point of view. This is something we would like to look at in future but we are likely to solve it a different way as the current architecture ties Platform and Application together i.e. I must reconfigure a Platform resource PIPELINE when any Applications is added/updated/removed. This is similar to the problem with a Java classpath. Secondly, there is no guarantee that WSDIR and DFHRPL/LIBRARY are in step. Thirdly it is an inhibiter to application versioning i.e. I can't have 2 versions of the same Application in the same Region.
