Are you aware of the existing CICS-DB2 functionality concerning Connecterror(sqlcode) on the DB2CONN definition ? In this situation, if the CICS-DB2 Attach is in standbymode because DB2 is not there, then a -923 SQLCODE is returned to the application and CICS-DB2 Attach issues a iwmmabnl call to mark the WLM performance block to indicate an error has occurred. This is to avoid the "storm drain" problem whereby CPSM might be tempted to think the request ran quickly and so send more work to that region. CPSM will detect the PB has been marked and will route work away from the region.
