Enhance Security on JCL submit from CICS

All JCL submitted from CICS uses the CICS region userid as the submitter. Once this userid is granted surrogate authority to the JCL jobcard userid, ALL programs within that region can submit JCL under that ID. This creates a security exposure for JCL that processes secure functions. The submitter of JCL from CICS should be the userid of the transaction running that invokes the program that either issues the spool write commands or WRITE TD commands. I'm not sure if this is a accepted or viable method but this some method of securing JCL submission should be developed.

    This RFE is satisfied by CICS Transaction Server for z/OS V5.5 which is GA today 14th December 2018.
