This requirement is satisfied by CICS VR 5.2 which is generally available from June 13th 2014.
The changes implemented mean that CICS VR 5.2 will be the last release that mandates an IPL. For future release beyond CICS VR 5.2 there will not be a hard requirement for an IPL.

This is something we would like to address. The RFE is being moved into 'Planned for Future release' status. Please note:

This will require detailed investigation. It may be possible for example in a future CICS VR release to restructure the LPA modules, so that a common stub which doesn't change can be part of the module loaded at IPL and the release sensitive code called from the stub allowing such code to be refreshed or backed out without an IPL. If investigations are favourable, then this is a candidate for inclusion in a future release.
