enhance the command IMBRCST to allow complex conditions

Today the command IMBRCST allows or conditions to specify the receivers of the brodcast. In HAO implementations you must define more than one condition to address the users that you want to inform.

For example:

You have configured a HAO solution with 2 CL SuperSession instances at System A und System B. Both systems are configured to process port 23 (the TN3270 port). The systems distribute the incomming requests prefered to the local CL SuperSesssion Instance. In case of a disconnect and reconnect you may use the telnetserver at the other system.

You want to shutdown system B. The Telnet-Session of some users are hold by system B and there CL SuperSession tasks are located at system A.  Now you want to inform the users that have a LU that is assigned to system B and there CL Supersession tasks are running at system A that they have to disconnect from your CL Supersession task and have to reconnect immediatly.

This kind of information (ans condition) is not supported today.

To have as less interruption of productive work this kind of condition is needed to send the brodcast only to this people that are involved in the process.
