Fail gracefully if SYSMDECK undefined or wrongly defined

With 5655-EC6 IBM Enterprise COBOL for z/OS 6.4.0, if SYSMDECK is omitted or defined to SYSOUT=*, the compiler fails with an assertion failure:

Assertion failed at ../../ibm/env/ListingAgent.cpp:6191: 0

Could not open source DD:SYSMDECK

TR_MvsCallStackIterator::TR_MvsCallStackIterator()+0x11c

This seems...wrong. It should presumably fail gracefully.
