Enhance CTC AT-TLS configuration flexibility

In order to successfully negotiate a secure connection CTC requires that the requested trust certificates be defined within its private keyring. Often the certificates needed by CTC have long since been available in the trust store, but due to this limitation need to be copied into the private keyring which adds an extra, and often confusing step, to the implementation process. CTC should be enhanced to allow use of any trust certificate made available to applications within the trust store in addition to whatever may be placed in its private keyring.
