Missing default or fallback language on IBM.CTG.Core DLL (Assembly IBM.CTG.Core, Version=9.2.0.0 )

The problem is that dockerized linux runtimes don't have default language ( ex. locale el-GR) so the DLL
will always run with fatal error exception because it is trying to substr the locale . We propose to have a default language for example, en-US . Otherwise you force the docker developers to use bigger images .

    This problem has been solved by dynamically exporting language as en_US as default language in docker environment. This is available as part of CICS TG Multiplatforms release v9.3 release.
