Add a member scroll option in All IBMDSC defaults, or honor the setting from ISPF

Current MSL behavior is to show the most recently processed (by a line command) member name at the top of the screen. We would like DSC can honor the Scroll member list ON/OFF setting in ISPF, ie. stop member list scrolling when exit from process of a member (by a line command).
