Eliminate need for SYSUT3 in IQIBUTIL JCL

Sometimes when running IQIBUTIL (IEBCOPY replacement) it will fail and require the coding of the SYSUT3 work dataset in order for the copy to complete. This is troublesome when it is only sometimes needed and jobs will sometimes work but then fail for different input datasets. This causes confusion and unnecessary obscure coding.
