Add support for the ++INCLUDE statement to the DBB Scanner

The IBM PL/I Compiler supports the ++INCLUDE construct using the PP(INCLUDE('ID(++INCLUDE)')) Compile parameter.

The Scanner in DBB does not support the ++INCLUDE construct when scanning PL/I source code for include member dependencies.

This lack of support in DBB is a detriment to migrating code to DevOps that includes DBB.

    Thank you for opening the IDEA. My apologies for the delay in getting back to you on this one as I have only recently taken over the role of the DBB product manager. Going through the IDEAs portal, I came across this one as being wrongly marked as a "defect". Upon reviewing this with our DBB architect, we will unfortunately need to reject this IDEA. This is because it is a compiler option that turns this feature on/off, and the DBB scanner does not look at inline compiler options in the code.
