Provide a sample job for required RACF definitions

With DBB 2.0, when using the Db2 metadata store, the user connecting to the metadata store is required to be part of one of the 3 RACF groups (DBBADMNS,DBBUSERS,DBBGUEST). See also the IBM Doc - https://www.ibm.com/docs/en/dbb/2.0.0?topic=customization-metadata-store-permissions 

RACF admins prefer to have a sample JCL containing the required definitions. This could be shipped as a sample JCL with the DBB Toolkit.

    We have already accepted this as an APAR. So we will implement it in one of the future versions.
