DBB: C and C++ compile support including ErrorFeedback

Currently only PLI, Cobol and Assembler compiles with ErrorFeedback are supported in the latest DBB version of IDz16.
For the programming languages C and C++ there is no standard support. A custom implementation in Groovy for the C and C++ compile is possible, but ErrorFeedback is not supported. The developer gets thus no simplified analysis possibility with a Compile error in the comparison to Cobol.

We will look at implementing this with a supported language support in the build framework.
