Enhancement in Scratch Functionality for accurate clean up into the system

In Current architecture of IBM DBB we are populating the delete record in build report based on the value of ${langPrefix}_outputDatasets.

Example: If we are processing a DB2 component then we are just populating the delete record for load but we are not populating the delete record for DBRM in build report. In this case when we will generate the ship list for UCD it will just delete the load but DBRM will still exists in the target deployment libraries.

We should enhance the scratch functionality in a way that it will read the IBM DBB collections to generate the delete records.

    This idea is describing an required enhancement how DBB is tracking source code and their corresponding build outputs.

    As mentioned, zAppBuild is producing the DELETE records for the build report which is passed to the packaging step on a "best guess" basis. When the file is deleted, the build process does not have any file attributes nor build configuration (file properties) accessible to, for instance, determine if a file produced a DBRM.

    The idea is about a new product functionality to main a better traceabilty of source code and their corresponding build outputs, which can be queried with through a new API.
