Addition of an "USS Command" record and enhancements to the DBB BuildReport table

USS Command record:

This new record would be used to store information about the execution of a USS command. It would be reported in the DBB BuildReport for subsequent processing (like packaging or UCD component version creation). This record would contain information about the command that was executed, the input file, the output files, and the options used. Please see the attached file for description of the record (Please see the Word document).

Enhancements to the DBB BuildReport table:

Today, the BuildReport table only shows EXECUTE and COPY2PDS records. When the USS Command record is implemented, the table should be enhanced to also report this new record. Some changes are proposed to the labels of the table headers, to make them more generic (i.e. input "instead" of "dataset"). A new column called "properties" could be added: if there is a PropertyRecord or an AnyTypeRecord that has the exact same ID then the ExecuteRecord or the USSCommandRecord, the content of the PropertyRecord/AnyTypeRecord would be displayed in the "properties" column, as key-value pairs. The attached file contains a proposed layout (slide 5 of the PowerPoint).
